The relatively-new parking kiosks have been reprogrammed to require motorists to enter the plate number when they pay.

With the new system, drivers park their vehicle and then walk to a pay station to enter the plate information. Motorists no longer are required to return to their vehicle to display a receipt generated by the kiosk.

Parking enforcement officers now will scan license plates or registration stickers to determine whether a parking fee has been paid for a vehicle.

The new system will enable drivers to pay for parking from smartphones utilizing an app called Whoosh!

The same app now is utilized for parking on the Binghamton University campus and in Syracuse. People who already have downloaded the app for use elsewhere will be able to use it to pay to park in downtown Binghamton.

There is a 35-cent charge per transaction when using the app.
