Planning is underway to remove potentially hazardous chemicals at a Binghamton site where an apartment complex is to be constructed.

The New York State Department of Environmental Conservation is seeking comment from people regarding the former Big Lots plaza on the city's North Side.

An abandoned store stood at the site at 435 State Street for several years. The building was demolished last September.

According to the state agency, there were manufacturing operations on the property for about a century before the retail plaza was built on the site.

The DEC is developing a cleanup plan for the property. The agency is accepting written comments about its draft investigation work plan through July 27.

Documents about the site may be found at the Broome County Public Library at 185 Court Street in Binghamton.

State financing has been approved for a 48-unit apartment complex on the property, which is located just south of the Binghamton Plaza.
