Binghamton Mayor Richard David's 2018 budget plan is about $1.3 million bigger than what he proposed for this year.

The mayor presented his $93.4 million spending proposal to City Council Wednesday evening.

David said the budget calls for a 2.26 percent decrease in the Binghamton residential property tax rate. He said the commercial property tax rate would drop by 1.66 percent.

For weeks, the mayor had promised next year's budget would reduce the city's property tax rates.

David also had indicated he wanted to add more officers to the police department. His budget proposal would fund two more police officer positions in 2018.

Over the next few weeks, city council will conduct a department-by-department review of the mayor's spending plan. Lawmakers then will consider making possible changes to the proposal.
